Lao PDR envisions becoming the “Battery of Southeast Asia” by exporting hydropower to neighboring countries through the regional power grid designed to reach ASEAN’s goal of net-zero emissions. The ecological consequences of hydropower such as increased drought and sediment blockage could negatively impact a hydro-reliant regional grid system.
What’s new: The construction of a massive renewable energy base by the China General Nuclear Power Group (CGN Group) in Laos is scheduled to begin in June, marking the start of the largest single new energy project in Southeast Asia. The project will become the first overseas clean energy base to send electricity back to China.
The Xayaburi Hydroelectric Power Plant, the largest in Laos, was completed in 2019. A more powerful dam on the Mekong River is already in the pipeline. VIENTIANE: With electricity exports to Thailand, Vietnam, Cambodia, Myanmar, Malaysia and even Singapore, Laos has arguably realised its ambition to be the battery of Southeast Asia.
With the Mekong River running through its territory, Laos has the ability to generate up to 28,000 megawatts (MW) of electricity from hydropower, making it the “Battery of Southeast Asia.” Currently, the country has around 6,000 MW of installed hydropower capacity, with plans to increase this to 14,000 MW by 2030.
In addition to hydropower, Laos has also been exploring other renewable energy sources, such as solar and biomass. The country’s first large-scale solar power plant, with a capacity of 10 MW, was commissioned in 2018, and several other solar projects are currently under development.
Ambitious plans to designate hydropower-rich countries like Laos and Cambodia as net exporters of renewable electricity among Southeast Asian nations to meet energy demands through an integrated regional market relies heavily on expanded hydropower development across the Mekong River basin.
