BEIJING, Nov 16 (Reuters) - China's finance ministry has set the 2022 renewable power subsidy at 3.87 billion yuan ($607.26 million), state television said on Tuesday. The ministry will allocate 1.55 billion yuan to wind farms, 2.28 billion yuan to solar power stations and 38.24 million yuan to biomass power generators.
The measures came as a way to promote the healthier development of China's fast-developing PV industry, which has already made new breakthroughs in the past year, setting records in annual new installations, new distributed PV installations, total solar power installations and PV exports, said the China Photovoltaic Industry Association.
Over recent decades, China has risen to a preeminent global position in both solar photovoltaic (PV) adoption and production, a feat underpinned by a suite of pivotal policy measures. With a burgeoning demand for PV systems on the horizon, there is an urgent need to reassess past policies and chart new directions.
Some scholars have used data envelopment analysis and the Tobit model to analyze the relationship between the development of China's PV industry and government subsidies, and the study shows that government subsidies play an important role in improving the innovation efficiency of China's PV industry (Lin and Luan, 2020).
In 2016, the NEA established an ambitious target for PV generation capacity to exceed 110 GW by 2020 and achieve grid parity on the power demand side. The central government issued a set of policies geared towards fostering the large-scale application of PV generation. As of the close of 2020, China's installed PV capacity reached 259.7 GW.
A note issued by the finance ministry establishes the priority for subsidies to be paid by power grid firms in the nation according to main fund monitoring steps, as per the common procedure.
